Aftermarket phones on Swappa, eBay, anywhere, when they have a carrier named, implies they are locked to that carrier, and are financed.

This phone, and all phones labeled "Verizon" on the site are locked to Verizon. Being locked to a carrier always means that phone is financed and NOT paid off.

(Well, about 5% of phones are exceptions, such as military personnel going overseas legally force Verizon to unlock early, yet are STILL financed and can still be blacklisted. So buying an "unlocked" phone is much safer but not guaranteed safe.)

So this phone, like 95% of Verizon phones, is locked to Verizon, and is on contract/financed. At least I can tell you It's under my account and my name. Get to know your seller a little to mitigate your risk!
