Brand new/mint Nexus 4 with official nexus 4 bumper case
Device was only used for a few days before the nexus 5 was released so it's been lying around for quite sometime. I couldn't find the box, but charging block and cable included as well as an official nexus 4 bumper case. The device also still has the manufacturers plastic on the back. No defects nor scratches whatsoever

Excellent. I used it for about a day again before I listed it and it lasted all day with about 3 percent left going to bed and charging it. It's perfect.

I like the phone and I'll buy it if you relieve me off the limitation of a PayPal Confirmed Address, I use an international card not paypal and I need to ship it to NYC.

If you did not provide a PayPal confirmed address for the payment then that is the likely cause of the error.
Well, I did and got charged $10.

I don't know why it is acting up, I think probably there's something happening with both our accounts.
Try logging out of your PayPal account and relogging in. Without the direct link from the swappa site.
