So when i am ready to purchase, i just pay the $650 upfront though paypal? how about the shipping fees?

Turbo charger is made to be used in America. I think you will need an adapter to use in Europe. An Invoice will be included in the box.
Also let me know if, after the payment, you can root the device prior to shipping.
