Quick Question listing says "Completely stock,NOT unlocked,Not rooted" but device modifications say " The device is unlocked" a lil clarity please .........

Arthur - The device itself, from Google is not "unlocked and rooted." It is however able to be used for any GSM carrier with the proper bands. Here that's AT&T, T-Mobile, and numerous other smaller carriers.

Phone itself - No unlocked or rooted.
