Hi Jason. I purchased the phone on 12/09/2020 and technically speaking, 60 days after that date is literally today (02/07/2021). HOWEVER, I have spoken to Apple Customer Support just now and they told me the 60-day limit will not start to be counted until the phone gets registered for the first time. Since this is a new and sealed phone, you will be able to add AppleCare+ within 60 days when you start to use the phone. I can provide the case number for my Apple Customer Care contact today and you can also directly ask them to double check. Please let me know if you have any further questions.
