Its locked to AT&T but its paid off so the new owner can go to https://www.att.com/deviceunlock/
And unlock it when they purchase it.

If you have at&t service, could you unlock it?. Was going through the terms on the web link that you provided, and the way I understood, you are supposed to be a costumer.

You don't have to be a customer just got off the phone with AT&T and when my new phone flips onto the plan Thursday. They said they can unlock the phone at the same time for me.
