If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.
From what we can see, other sales seem to be processing without any issues, so it doesn't appear to be an issue with our site. I able to click buy with payapl and get through with other listing, but for this item I'm getting a message saying merchant has restrictions and the buylock message.

I looked at my paypal account. Everything is correct. Address, name, contact, and financial accounts are properly associated. I submitted a ticket to them this morning. Awaiting their response
