is it unlocked so i can use with AT&T?
No, I believe it will need to be unlocked in order you to use it for AT&T since the carrier is T Mobile but unlocking it can be moderately easy and cheap.
Will it work with Metro PCS? Also, does it have LG apps installed?
I believe it would not work with metro but it does have the LG apps installed
