Figured you would want to deal a little on a used phone that has been listed for a month, considering I can buy a new sealed untouched phone for $100 more with cash back from apple.

It doesn't matter if it listed for a month, That means this phone is used for only one month. Apple is selling 256GB for $1249 Plus Tax ( Total is $1360 ). Apple is returning $30 (%3) if you use Apple Card to pay. You refused to pay $980 for the other Phone and you asked the seller for the final price and now you are saying you can buy a new one for $100 more???

Is this phone unlocked for phone carriers? Is there also a refund policy? I live in an international place with a private PO box and was wondering if you would ship to my area? Is there a way to personally contact you through email? Sorry for the questions

Saipan, Northern Mariana Islands, It is not a state, it is a territory located in the pacific region. I've ordered many stuff online and it has been sent to our PO box with no problems at all. As long as the shipper delivers it to the PO box, then there won't be any issues at all.

First of all, like what i said before to you, I'm not shipping internationally. Only to the 50 States. Secondly, The shipping costs to your country by Fedex between $200 to $280 which is too much.
