If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.

From what we can see, other sales seem to be processing without any issues, so it doesn't appear to be an issue with our site. Hi Brenda- it isn't your site at all this is PayPal. I just got off the phone with them and it is a security itch in there system. I need 3 phones. I bought 2 and this would be my 3rd. It will not allow me to process another payment for a week. They tried but it won't allow them to over ride. But I used another card and it said this phone is no longer available?
