Isn't Photoshop a subscription model? So you can only use it if you have the monthly/yearly license? Or is this a "full version"? Also, does the monitor have any scratches?

Little to no scratches that I can notice. The Photoshop is a version that does not end, similar to ones that businesses get. I got it through an education portal.
