If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

It says merchant is not accepting paypal. So its either Swappa or the seller.
