It's for the AT&T network in the US. I can't guarantee it will work with any carrier in Mexico.
Ok, can you please contact AT&T and ask now ?, just take a minutes and they know about.
But you are the owner, its more sure that you get that info with at&t.
I was running 10.2. But, I reset the phone to sell it. It should run the most current version of iOS once it connects to a network again.
I last used the phone in July 2016, I reset the settings entirely to sell it last month, so it never got upgraded past 10.2.
