Is this for the verizon network?

Yes, this is for straight talks Verizon network. It will not work on regular Verizon, however, as fas as I know. My wife actually uses hers on page plus's verizon network, with no issues. YMMV of course, this device is intended for use with straight talk on Verizon towers. I did use it on vacation in Ireland as well, so it is cdma unlocked internationally at least, I never tried a US sim, however.

What is refurbished about this device? Is it a refurbished model from Apple or was something broken and replaced...if so ...what?

Straight talk only ever sold the 16gb model for use on their Verizon network. So, yes, it is 16gb. I purchased refurbished from straight talk 2 years ago, never had any issues with the device, still works like new.

for some reason it is saying that I cant use my paypal to purchase this item would it be ok to choose the other option of paying with a debit card?

If PayPal is denying the payment, 99% of the time it is because the buyer does not have a PayPal confirmed address as required by the listing (or is not selecting the confirmed address when paying).
