John H..it is not unlocked...I have requested the unlock code from AT&T, but have not received it yet (their site says they are waiting for my response to their email...I haven't gotten it yet), but I should receive the unlock codes shortly...I'll post the codes and unlocking steps from their email as soon as I receive them...if you buy the phone...BUT...I cannot guarantee that I will get the code, so if having the unlock code is a deal breaker, don't buy it yet...
