Yes, its a great deal. Just last week 16gb mini's were selling on here for $250.
Are you international shipping though?
You can see i've sold items on here before so its legit. I started close to $300 but had to slowly come down to get a quick sale. Whoever buys it will get a steal of a deal.
I don't know what an icloud lock is but there is no lock on the iPad its good to go.
