Is it rooted? Which android is on it?

It is not currently rooted. It has the stock VZW Galaxy Nexus "toro" factory image (Android v4.2.2 build JDQ39) installed right now and the bootloader is locked.

I would be willing to unlock the bootloader and install a custom recovery and ROM for you such as ShinyROM and root. I would however recommend that you do that yourself as you will need to know how to work with all of the functions needed to flash a custom ROM and root in the future should you need to update, troubleshoot or attempt repair in the case that something goes wrong.

No that is ok. I prefer not rooted!
