I think it should be unlocked to be activated , mine is not unlocked and I'm sorry I can't unlock it , I was using it on H2Owirless which operates through At&t and I can't unlock it from At&t . If you can unlock it then you can use it through Ting .

I'm familiar with international shipping because I have used USPS different times on Ebay and also here on Swappa without any issues and it always arrived on time.
